On Wednesday, December 2, 2009 the Tampa Human Rights Council (HRC) held a news conference to announce the 2009 Human Rights Award winners. The distinguished awards have been a local tradition since 1973. These award winners are notable personalities and figures in Hillsborough County, selflessly dedicating their time and energy to justice, equal rights and social issues that dominate our community, helping to make sure human rights remain a high priority.

2009 HUMAN RIGHTS AWARD WINNERS
Donna G. Schulz - Hank Warren Memorial Human Rights Award Donna Shulz has dedicated decades of service to our nation and county. She plays the critical role of coordinating law enforcement trainings, cooperation and community relations focusing strongly on hate crimes and human trafficking policies. As Law Enforcement Coordination Manager, Shulz and her office oversee the local hate crimes roundtable that gathers community leaders from various ethnic, racial, and religious backgrounds to increase communication and work to prevent hate crimes in our region. She received her Bachelors and Masters degress from Florida State University and is also a certified Police Instructor and Crime Prevention Practitioner.
Dwight Shingledecker - Eddie Mitchell Memorial Winner For more than 35 years, Dwight Shingledecker has been committed to volunteer services, focusing on human rights issues throughout our nation and local area. He has demonstrated his passion for equal rights by acting as a great leader and addressing issues in positive ways with the best of efforts to encourage equal rights for all. He has always been willing to get involved to make sure that all voices are heard and a difference is made. He has been active with organizations such as Shriners Hospital for Children, NAACP, Hillsborough County School District, the Tamp/Hillsborough Human Rights Council, and the Coast Guard Auxiliary.
Julianne M. Holt - Human Rights Award Winner Julianne Holt is the Public Defender of Hillsborough County, earning this award for her initiative and innovative dedication towards the establishment and support of programs, activities, and practices that support the cause of human rights. As the Public Defender, Ms. Holt manages the largest criminal defense firm in Hillsborough County, representing over 70,000 cases annually. She was instrumental in starting an internship program at the Public Defender’s Office with now over 20 students with learning disabilities from the Tampa Transitional School of Excellence. Under her direction, this program provides these young adults true vocational training in a professional office environment. To date, this partnership has saved taxpayer’s $130,000 with the conversion of over 102,500 records to electronic format, allowing the office to go virtually paperless. Ms. Holt has worked with many state and national organizations and has personally participated with numerous committees, councils, and boards focuses on issues within the criminal justice system.
Dr. Lydia Medrano - Human Rights Award Winner Dr. Medrano is the founder of the Latino Coalition, she is the Florida Commissioner for Education for LULAC, the largest Latino civil right and advocacy group in the US. She is one of the founders of the Hispanic Service Council, initiating and obtaining support for research to study Latino school drop-out issues and designing programs that serve Latinos in their community. She also collaborates with the National March of Dimes and Birth Defects Foundation and the Prenatal Care Health Education for Hispanic Women in the United States. Dr. Medrano is also a member of the Hillsborough County Women Rights Organization. Her commitment to advocacy for equal access makes her an excellent and admirable receiver of the Human Rights Award
